When the Constitution of the United States was drafted and adopted no specific provision was made for expansion. In consequence of this, some have doubted whether we had the power to acquire new territory, and especially to incor porate it with the Old. In spite of this, however, we have acquired a domain much larger than that comprised within the boundaries of the original thirteen States. The govern ment of such territory before its incorporation has pre sented some interesting problems.
