Seven out of the fourteen chapters have appeared in the Fortnightly Review of London during the past year; five in the Century Magazine of New York, and the last two are here presented for the first time. The book itself is not intended as a thorough or connected study of the psychology of the American mind as it relates to public affairs, but that it may assist the reader to a more intimate and friendly understanding of the American point of view is the hope of the author.
