Following on from the proposals in the Government's White Paper (Your region, your choice: revitalizing the English regions, Cm. 5511, ISBN 0101551126) published in May 2002, this Act provides the Secretary of State with powers to order referendums to be held in any of the eight English regions outside London. It also: requires the Boundary Committee for England to conduct a review of the structure of local government in a region before a referendum takes place; requires the Electoral Commission to give advice on the creation of electoral areas for regional assemblies; and establishes a new power for the funding of regional chambers.
