An innocent man, Harvey Dexter is executed leaving behind someone wanting revenge. Jack Denim and his partner Scully are starting a new job when unbeknownst a vengeful killer strikes. His wife Sheriff Rita Conway, calls telling him someone blew up the courthouse. Rita fails to handle the investigation alone, placing her husband Jack on a trajectory to disaster. Jack ignores the FBI's warning to stay clear of the investigation. While on the trail of a vicious killer, he finds himself in the middle of a terrorist act, with bits and pieces of another unexplained crime exposing a cover-up. He stumbles upon three possible suspects. Jimmy Davis, Roger Potts and Jimmy O'Shea. Doc Sam Pullman, the Chief Medical Examiner turns the case a 180 degrees, pointing the investigation in a complete different direction. His discovery of a mutilated body forces Jack and his partner to rethink what it is they overlooked - the man in the shadows. Is the bombing and Jack's case connected?
