During the last fifteen years the study of the criminal has been carried on with great activity in many of the older countries of Europe. The chief impetus of this new scientific movement was given by Lom broso, whose great work, l'uomo Delinquente, was published at Turin in 1876; and it is above all in Italy - although to a large extent in France and Germany also - that criminal anthmpology, as it is nsually called, has been most fruitfully pursued. The results obtained are still at variance in many respects, but it is now generally agreed that a considerable proportion of criminals are not merely moral criminals, but physical, intellectual and emotional criminals; that they are largely persons who, partly by defects of birth, partly by defects of nature, are abnormal, and who think, feel and act differently from other people.
