IT is necessary to explain the grounds upon which I have ventured to submit suggestions for the recognition of some principles by Which punishments should be determined by Judges and Magistrates on Whom the duty is imposed of administering the Criminal Law. Perhaps this may best be done by stating brie?y how the question first presented itself, and What are the special experiences that alone could justify an attempt to supply What I hope may be accepted by those engaged in the like duties as not altogether worthless work.
