The worldwide drought continues. A new US Constitution has been adopted with most federal power transferred to seven super-states. The old interstate agreements, including those for commercial traffic, electrical power and water sharing, are voided. Citizens in the Republic of California are dying for lack of water. Diplomacy fails. Sacramento must do something, anything, to secure water. The Republican Guards are ordered into Oregon to seize and divert water. Political leaders in the Pacific Northwest demand and immediate and unconditional withdrawal. While politicians in Sacramento seek delay through negotiation, the military in Spokane plans for war. Will California's secure needed water before the Pacific Northwest builds and delivers the ultimate retaliation? Will one side blink? And, will they blink quickly enough?
