Reform Options for the EU Own Resources System

By Friedrich Heinemann, Philipp Mohl, Steffen Osterloh
£45.00 17 Aug 2008 Paperback Physica-Verlag GmbH & Co
This study develops a reform proposal for the future revenue system of the EU budget. The findings strongly reject the idea that a reform based on an EU tax-based own resource would remedy current problems.
Against the background of the status quo analysis the authors present a reform model which includes the complete phasing out of the VAT resource, a financing of the budget completely on the basis of the GNI resource and a generalised but limited correction mechanism (GLCM). The GLCM would make a clear distinction between policies having an intentional distributive effect or not. A further element of the reform proposal is a move towards a stronger financial contribution of regions to EU spending.

Inflation and Unemployment in a Monetary Union

By Michael Carlberg
£64.00 17 Aug 2008 Hardback Springer-Verlag Berlin and Heidelberg GmbH & Co. KG
This book studies the coexistence of inflation and unemployment in a monetary union. The focus is on how to reduce the associated loss. The primary target of the European central bank is low inflation in Europe. The primary target of the German government is low unemployment in Germany. And the primary target of the French government is low unemployment in France. The European central bank has a quadratic loss function. The same applies to the German government and the French government. The key questions are: To what extent can the sequential process of monetary and fiscal decisions reduce the loss caused by inflation and unemployment? Is monetary and fiscal cooperation superior to the sequential process of monetary and fiscal decisions?

The findings strongly reject the idea that a reform based on an EU tax-based own resource would remedy current problems.
Against the background of the status quo analysis the authors present a reform model which includes the complete phasing out of the VAT resource, a financing of the budget completely on the basis of the GNI resource and a generalised but limited correction mechanism (GLCM). The GLCM would make a clear distinction between policies having an intentional distributive effect or not. A further element of the reform proposal is a move towards a stronger financial contribution of regions to EU spending.

China and other large and fast growing economies are putting increasing pressures on global environment, but they are also looking at the European experience with great interest. To present critically this experience can help those countries avoid the mistakes made by developed countries in dealing with the relation between economic growth and environmental protection, and to improve the institutions and tools for better environmental governance.
The variety of issues covered and the wide approach used in this book make it a useful tool for readers who want to place themselves in this perspective, although starting from different backgrounds and levels of knowledge on environmental and sustainability sciences.

From the new global economy to philosophical, cultural and ethical issues, every chapter illuminates the critical concerns confronting China and America today and their respective visions for the future. This fictional narrative shows how East and West can - and must - work together to survive and thrive in today's international marketplace. The Eagle, perched on a mountaintop in the West, notices a huge shape looming in the East, and flies over for a closer look. It turns out to be a potential enemy, The Dragon, who invites The Eagle to join him, thus triggering frank discussions about business, philosophy, ethics, culture, and education. It turns out that despite their many differences, these perceived enemies share much in common.

Reform Options for the EU Own Resources System

By Friedrich Heinemann, Philipp Mohl, Steffen Osterloh
£45.00 17 Jul 2008 Paperback Physica-Verlag GmbH & Co
