Executive Order 12866 directs federal agencies to assess the potential costs and benefits of their significant regulatory actions, consisting of several categories of regulatory actions, including those likely to result in a rule that may have an annual effect on the economy of $100 million or more or that have a material adverse effect on the economy; a sector of the economy; productivity; competition; jobs; the environment; public health or safety; or state, local, or tribal governments or communities.
