While alcohol-impaired driving fatalities have declined from over 21,113 in 1982 to 10,322 in 2012, the proportion of such fatalities as a percent of total traffic-related fatalities has remained relatively constant-between 30 and 32 percent-over the past 15 years. Congress has targeted this persistent problem through legislation to encourage states to reduce their illegal per se BAC limit.
